Larry J. Powell, Founder of Powell Bail Bonding
- Mr. Powell was in the bonding business for 28+ years in Wilmington, NC. He grew and developed this agency into the largest and most efficient bail bonding company in southeastern NC, with an emphasis on improving and assisting our community. He served on numerous state and local committees regarding regulations and policy changes for the improvement of both Professional and Surety Bondsmen throughout our state, and was a founding member of the North Carolina Bail Agents Association. He also served on the NCBAA board for many years, and was inducted into the NCBAA hall of fame in July 2011. He proudly oversaw the operations of this amazing company that he has built, including all Powell Bail Bonding offices located throughout New Hanover, Pender, Duplin, Bladen, Columbus, Sampson, Onslow, and Brunswick counties. His motto was “we [the company and our professional bondsmen] are here to assist you in your time of trouble”. That is a motto that all of our agents, in all our locations strive to maintain. When our community needs us, we will be there. Unfortunately, Mr. Powell passed away in April of 2019 and will be missed greatly in many peoples lives.(For more information see our Fallen Family page.)

John Leonard, Co-owner and Agent Manager
- Mr. Leonard has been with Powell Bail Bonding for over 25 years (since 1991), making him the most senior agent with the company, next to Mr. Powell. Mr. Leonard’s experiences in the field are invaluable assets to the team at Powell Bail Bonding. He uses his knowledge to educate our new agents, maintaining the standards that Mr. Powell has set for all of us, and has guided each one of them into a positive, life-long career. Mr. Leonard has built a strong and lasting reputation within the community we serve, and has passed that sense of community on to each of the agents he has trained. John has been a member of the North Carolina Bail Bonding Association since 1992, as well as a member of American Legion Post 165, a US Army Veteran who served proudly for 8 ½ years, and a former Law Enforcement Officer. His ethics, honor and integrity are beyond reproach, and he stands as a beacon of excellence, that all agents strive to replicate. Mr. Leonard enjoys sharing his personal time with his bride of 20+ years, their 3 children, his various motorcycles, and their diverse circle of friends.

Cindy Powell Lee, Co-owner and Bookkeeper
- Mrs. Lee has lived in the Wilmington area for over 40 years. A tough, no-nonsense business woman, she was the ideal candidate to take over her father’s company when he chose to retire in 2012. (Prior to taking the position, she served various roles throughout the Powell Bail Bonding family.) She and her husband have raised two children here in the area, and now that the children have grown up and moved out, they share their house with an adopted pit bull named Coco. Cindy, a bookkeeper by trade, is known for getting right to the heart of the issue, and her quick wit is favored by many.

Beth Lunsford, Office Manager
- Mrs. Lunsford is not only a bail bondsman, but is now our Office Manager at our New Hanover County location. A Pender County native, Mrs. Lunsford has worked for Powell Bail Bonding since 2006.

Arthur Leboo, Support Associate
- Mr. Leboo is a Wilmington native. He is a member of our “night crew”, maintaining crucial office operations throughout the night, as well as providing support for bondsmen in the surrounding counties, thereby giving us 24 hour a day, 365 days a year availability to service the public. In his free time Arthur does freelance videography and enjoys treasure hunting, internet radio, and aviation related activities.

Julie Leonard, Collections
- Mrs. Leonard has been a bail agent since 2006. She is the bride of our Agent Manager, Mr. John E. Leonard Jr. Together they have 3 children, and Mrs. Leonard stays busily involved with their children’s activities. She enjoys being a part of the family business, and visits the beach in her downtime.

Jamie Boyd, Bail Agent
- Mr. Boyd was born and raised in Wilmington, NC and has been in the bonding business since he moved to Onslow County in 2009. He’s an energetic guy who loves to work. He’s always looking to help his regular clientele, and he enjoys meeting new people in their time of need. Don’t hesitate to call him at anytime. In his spare time Mr. Boyd enjoys golfing, watching sports and relaxing on the water.

Elgin Brown, Bail Agent
- Mr. Brown works in New Hanover County. He has been with the company since 2014.

William "Bill" Casey, Bail Agent
- W. R. Casey is a native of Pender County. He works primarily in Pender and Duplin Counties. "Bill" is an avid NC State fan, and enjoys spending time at games with friends.

Ricky Horrell, Bail Agent
- Mr. Horrell has been with the company since January of 2017 and enjoys the opportunity to help others in their time of need. He has a bachelor's degree in Criminal Justice Administration, as well as 15 years of law enforcement experience. Prior to becoming a bail bondsman he worked with the Pender County Department of Social Services conducting investigations for their Child Protective Services Unit. In his spare time he enjoys spending time with his family, hunting and fishing.

John Kuhn, Bail Agent
- Mr. Kuhn has been with Powell Bail Bonding since 2007. A Fayetteville native, he is a happy father of 3. There have been many newspaper articles and editorials written about John’s steadfast temperament and commitment to catching someone on the run! Anyone who meets John will quickly realize he is very charismatic and is ALWAYS on the phone!

- Our Recovery team works diligently with all of our agents and on their own to ensure all of our Bond Forfetures are handled in a timely manner. With respect to our Recovery Team their identity will remain anonymous.
